Meet Rick

SOLID LEADERSHIP DELIVERING RESULTS FOR OUR COMMUNITY

As a lifelong resident and active member of the McKinney community, Rick Franklin is a small business owner and real estate broker in the McKinney and surrounding Collin County areas with over 35 years' experience. He and his wife, Tanya, raised four children in McKinney and are active members of the First United Methodist Church.

Rick has served the city of McKinney in many capacities over the years and has helped leadership in guiding the city's growth. He served on the McKinney Economic Development Committee, McKinney Planning and Zoning Committee, McKinney Parks Board, McKinney Chamber of Commerce, and McKinney Alliance Board. He has served on the McKinney Boys and Girls Club Board and McKinney Samaritan Inn,  being recognized as Samaritan of the Year in 2010.

He is a trusted choice for City Council and proud to work alongside our Mayor and fellow Council Members in achieving some outstanding accomplishments in that time.

​

  • Reducing the City of McKinney tax rate every year with a record $0.04 tax rate decrease in 2022

  • Supporting funding of the construction and maintenance of our roadway infrastructure to help relieve congestion in our neighborhoods

  • Approving a 7-year agreement with the fire department and a 5-year agreement with the police department, saving our taxpayers money and securing the safety of our community for years to come

  • Supporting the construction of new parks, rehab of existing parks and connecting our hike and bike trails allowing our residents to enjoy McKinney's unique nature experiences

  • Securing the 2022 Byron Nelson Golf Tournament held at TPC Craig Ranch, the tournament's first sell-out since 2008, with an estimated economic impact of $28.8 million on McKinney's economy

 

If re-elected, Rick Franklin is passionate about McKinney's future potential and will focus on continuing to make McKinney the best small city to live in by guiding the city's growth while preserving it's culture, heritage, charm and small-town feel. Rick will concentrate on the following as a councilman:

  • Work to provide sustainable tax relief for city residents

  • Balancing McKinney’s growth, while maintaining and enhancing our citizen's quality of life 

  • Maintain McKinney’s city safety through continued support of strong public safety initiatives
